Ping works just fine if Scanning is off, but with Scan on, my Ping doesn't return any contacts. Verified across multiple ships and with "Lock ping to Scan Mode" setting active and deactivated. I can work around it by switching to scan mode after I ping but with the short TTL on ping contacts and the fact that I can't reduce Ping angle anymore ...

With two players, one in the pilot seat and one in the turret, scanning worked fine for us when space mining. Maybe only a bug if you seat hop? Nope, had it as well in a two-player mining session. First 15 minutes all went fine, and then about 1 rock in 3 weren't scannable anymore.
If you look at the mass on the right it said 0.75 which is Roc size (0.75-0.85 usually), hand mineable will have 0.10 which will confirm itās hand mineable. The closer range allows for more consistent accurate readouts by using the same scan as the mining laser. It's broken. I doubt they intended to remove radar signatures from ping scans. Mining is severely affected as you're unable to identify the type or quantity of deposit unless you're at it.
It's due to server performance - it seems to take time to create the crate before you can start filling. You can see on the UI above the box progress. It says "0.0 / 0.0" before the box is created, and "0.0 / 1.0" when the box is ready. The only thing that consistently works is waiting.

The workaround for this and what fixed that problem was to close completely steam so it wont run in background.
