I have cleared my towns before, it is very hard because dead bodies of the Zombies attract more zombies so the ones from the woods and other towns will come over and smell the dead bodies making more come so you need to clear those zombies after you kill every zombie in town even with respawn off. #3. In West Point I can easily pull away hordes and lose them, and going to the housing areas is usually manageable zombie-wise.
