Hopefully you get a scav voiceline back. AI scav will attack PMC's. Other than that it can be hard to tell the difference. Always voiceline when you enter a building, see someone, look for gloves. All scavs have shabby, torn, open finger gloves meanwhile pmc has either full or very "clean" ones.
Voice lines are the only sure way. Ask them with voip, if they say they are scav/pmc you ask them to press F1 to make their character talk, if they don't they're normally lying. AI scavs will usually tell you if danger is near by their voiceline. Generally as a scav you want peace before shooting on sight. If you see someone spotting you and immediately getting to cover or aim their weapon it's a player or playerscav. Try to use VOIP to talk to them. Ask them if they're scav or PMC. Some scavs will kill you.
