To get Visual Voicemail to work what I did is to install YouMail and setup call forwarding, then deactivate call forwarding and try Google Phone app Visual Voicemail again. This works for me. I tried everything including factory resetting my Pixel Fold and nothing worked until I accidentally stumbled on this fix.
