Then push it all the way down and hold until it stops. If it's not defective that should reset it and it will work with the driver side control as well. There's a separate fuse for the power window relay control circuit; it's fuse #26 (7.5 Amps) in the cabin fuse box. It's identified on page 12-7 of the Owners Manual as Power window relay. Remove that fuse and then turn the key to ON and see if the clicking has stopped. If it stops, then there's something wrong in the window system.
