I might be wrong but i think a later patch moved the stone to the cave you make your escape through, near a troll (so that the stone would be available outside of the embassy quest). Might be an unofficial patch for PC though but you might want to check. It's in the cave where the frost troll is right as you exit the dungeon.

Once there, you can pick the gate open, there are about 3 Thalmor in the front yard and about 3 in back. Thought I was being clever by waiting until later in the game to complete this quest, when I have most of the locations available for fast travel.
