I recently bought aniversary edition on pc and wanted to start doing things with Goldenhills plantation but it isn't appearing where it should be. I have heard that some mods can cause that. I have few mods installed (skyUI, unofficial patch and achievement enabler mod) but to my knowledge none of those should cause the issue.

To start farming you need to find the golden hills plantation farm that is located on the east side of the Rorikstead and complete a quest. Dragons in the wild spawn on an approximate 3 day timer and that farm's location is very near a couple dragon spawn points. So yes, it's very normal to find one or more dragons there.
