Clean and lube. Cleaning and lubing the PTO shaft and collar are good first steps but remember that shaft also has to extend by the two halves sliding. It's easy to forget those need grease as well and if the PHD was stored outside it's likely the two parts of the shaft have corrosion and/or solidified grease.
