The issue was being caused by the newest version of the 60 fps patch, which is labeled "60fps_totk" in my mods folder. I had an older version from a few days ago called "60fps". Disabling the new one and using the old one, fixed this issue that was causing the game to significantly speed up along with your frame rate.

With the mod on it goes on average 34fps and doesn't look laggy but it is very "floaty" and delayed.
