Eh, I think normal Quagsire is better. Water resists Ground's Ice and Water weaknesses while Ground covers up Water's electric weakness. It does get Toxic so it's got that going for it, but the extra weaknesses definitely hurt it. And the U-Turn resistence and Toxic immunity.
