I'm not sure if it's a bugged or intended but the Blessing of Seline doesn't work in there. It isn't much of a problem and it does say it doesn't work in the darkest of places. The problem is when using the moon lantern, I'm constantly thrown into turn based mode because my party members are outside of it's range when exploring.
The morgue dungeon can be found west of the House of Healing.
