Yura is already dead and replaced by Shabriri. You need to do Yura's quest to the point where he's at the Second Church of Marika in Altus, at which point he will die and drop the Nagakiba. There are a few spots he moves to for his quest line. Check if he left the sword at any location you can meet him.
OP is asking about "Nagakiba" which is the super long katana that Yura uses. You can either kill Yura to get it early or you can wait till he gets killed by his ex lover(?) Eleonara, in Altus Plateau. The church that you get "Eleonaras Poleblade" is where Yura dies naturally in his quest line, so that's where his Nagakiba will be.Those two weapons are very samiliar but the second one is longer. Is Nagakiba slower than Uchigatana or have lower damage because many people play ROB and Uchigatana instead of ROB and Nagakiba. Nagakiba has "wasted" stats on STR. I found the Nagakiba laying in the ground at the location Yuri moves to after the seaside ruins. I killed him at the mountaintops, thinking it was another version or something corrupted. The nagakiba isn't at either place. I was able to get the nagakiba if u go back to his location near the dragon boss in limgrave.
