The P2646 code sets when the ECM does not see the rocker arm oil switch change state when the rocker arm oil control solenoid is switched on. Simple, except when it is not. The rocker arm oil control solenoid off blocks oil flow to the high-lift components in the valve train. At this time the rocker arm oil pressure switch is on. Code P2646 troubles.
