Hey, I was having the same issue but fixed it by installing on a different drive. The drive I had the game and mods originally stored used an exFAT file system instead of the native NTFS file system that Vortex uses, I would check the properties of your drive to see what file system your drive uses.

If this affects you, and you're still able to launch your save with outdated mods, here's a fix to make it work after you disable the offending/undesired mods: -Load a save with all of you had active in that save. -Save the game. -Close the Game. -Close Steam (if you use it)
